It shouldn’t. Did you ever take the belt off and try it ?

Does it seem to crank any easier with the belt off?
 
Well, in my mind, I would think the two outter clutches would not spin until it's started and you hit the throttle to engage the wet clutch, which would turn the primary then secondary with the belt. I could be wrong tho. Just can't find any good info. I have the service manual on flash drive but have to drive 30 mins to library to try and chase the issue. Plus, it's a flip page service manual. Lol. Take a few to get to that area. My desktop is soo old. Have to have windows 10 or newer. I'm still on xp. Haha. That's what we do in the mountains.
 
The primary may turn whilst cranking due to drag from the oil around the wet clutch, but I'd imagine that it would be easy to stop when held.
 
Never use anything but the oem Yamaha belt

Thanks guys, I meant , while I've got the secondary loosened up with screw in the separating hole. The belt almost wouldn't come off. Still, with the wet clutch , the primary and secondary spin while trying to start. Been doing other things but, tomorrow I'm pulling the primary outter clutch and inner centrifugal clutch. Something seems amiss. I'll let you kno what I see with pics. Thanks guys

I recently bought a 2017 Viking 700 EPS that had been, as they say, driven hard and put away wet. Everything works as it should but it has 3000 mi and the previous owner didn't even know it had a belt which tells me it needs maintenance. It has a 2" lift, 30" tires and does what I need it to do but I can tell that the transmission isn't running optimally. I was hoping someone can suggest a thread or tell me pretty much all the typical parts and tools that I will need for replacement and and maybe a slight upgrade that I can have on hand when I tear it down. I'd like to stay OEM as I don't need what I've seen as 'Hot rod' kits but sounds like I should slug it at least. I use it for utility and hunting and running to the neighbors but spend most of the time in the woods with it. I bought a belt but sounds like I'll need to replace sliders, springs, bearings and parts in the wet clutch and both drive and driven. I've maintained Skidoo clutches but believe the Yamaha UTV clutches are much different. Any information and any other suggestions much appreciated. Thanks
I do most of my repairs on my own but sometimes I'll send it to someone who knows about that it seems to be a little difficult when it comes to clutches if it was me I would send it to someone who knows about that better be safe than sorry
